There is created, a Board of Appeals, consisting of five members, three of whom must be qualified by experience and training, to pass upon matters pertaining to flood control. The Davis County Flood Control Director shall act as the Secretary of the Board, but shall not be considered a part of the five member Board of Appeals. The Board of Appeals shall be appointed by the Davis County Commission, and shall hold office at its pleasure. The Board shall adopt reasonable rules and regulations for conducting its investigations, and shall render all decisions and findings in writing to the Flood Control Director with a duplicate copy to the appellant. Those aggrieved by the decision of the Board of Appeals may appeal such decision to the District Court of Davis County as provided by law. (Ord. 1-1987 § 5)
