In the event that the application is denied by the Director, the reason for doing so shall be endorsed on the application. The License Director shall issue a notice informing the applicant that the applicant may request that the application be referred to the Commission and that the applicant be allowed to appear before the Commission to present information in support of the application. If the person adequately justifies the business, the Commission may remove the rescind and grant an approval of the application. (Ord. 4-2000 Art. IV(I))
