It is the purpose and object of this article that the County establish reasonable and uniform regulations governing the time, place and manner of operation of sexually oriented businesses and employees of those businesses in the County. This article shall be construed to protect the governmental interests recognized by this article in a manner consistent with constitutional protections provided by the United States and Utah Constitutions.
