Sexually oriented businesses and employee licenses issued pursuant to this article shall be valid from the date of issuance through the thirty-first day of December of the year of issuance. The license fees required under the consolidated fee schedule shall not be prorated for any portion of a year, but shall be paid in full for whatever portion of the year for which the license is applied.
