Job Description

General Purpose

Under the general guidance and direction of an administrative authority, performs a variety of complex and skilled duties in the maintenance of County facilities and grounds, with specialization on Heating Ventilation Air Conditioning (HVAC) systems.  

This is not a career ladder position; advancement to this level is achieved only through promotion when a vacancy exists.

Example of Duties
(Any one position does not include all of the duties listed; nor do the listed examples include all duties which may be found in positions of this class).  Acts as a lead worker to Building Maintenance Worker I/II and inmate workers; may assign work to subordinate staff; monitors and inspects work to assure satisfactory completion. Maintains the operation of mechanical systems (may include fire sprinkling system, fuel system, boilers, water softeners, plumbing, and ground sprinkler system), specializing in HVAC equipment; monitors systems to determine proper operation and provides basic maintenance as necessary. Determines HVAC preventive maintenance procedures for HVAC equipment in County buildings; identifies proper maintenance contractors for consultation on major maintenance concerns; contacts contractor to schedule maintenance and/or repairs; reviews maintenance agreements or contracts.  Estimates costs for HVAC and refrigeration maintenance, and prepares and submits project cost estimates for labor and material to the department Director or Assistant Director.  Utilizing knowledge of HVAC and refrigeration theory and structural layout, installs and maintains furnaces, air conditioning systems, hot water heaters, boilers, heat pumps, chillers, dampers, automation controls and other HVAC components.  Installs, maintains, and repairs computerized electronic pneumatic and digital direct control devises related to HVAC and control. Operates and maintains specialized HVAC equipment including refrigeration gauges, recovery pumps, vacuum pumps, leak detection instruments, thermal imager, multimeter, and other related tools and equipment as needed. Performs journey-level HVAC and refrigeration maintenance (including preventive maintenance measures); identifies, reports, and makes recommendations to resolve operational and safety concerns.  Performs brazing, soldering, pipefitting, welding and fabrication; performs carpentry work in remodeling and maintaining facilities.  Maintains the operations of electrical systems (e.g., fire alarm system and emergency generators); reviews systems to determine proper operation and provides basic maintenance as necessary.  Reviews and interprets complex blueprints, and piping, sketches, schematics, and wiring diagrams.  Contacts vendors to determine options and costs for parts and supplies; submits recommendations regarding vendors and purchases to department Director or Assistant Director.  Orders supplies and equipment as directed in compliance with department and County policies, procedures, and practices; organizes and maintains supplies, equipment, and inventory.  Responds to department requests for setting up rooms for functions (e.g. meetings, training, and other events), moving equipment and cleaning up after functions have adjourned.  Assist in the following duties: snow removal, landscape maintenance, outdoor lighting, painting, carpentry, and custodial functions. Safely operates and maintains manual and power tools and equipment including, but not limited to, saws, drills, and other related tools/equipment.  Operate in a safe manner the following motor vehicles and equipment:  forklift, tractor, mule, skid loader, back hoe, plow truck, and other maintenance vehicles.  Operates a motor vehicle in a safe manner and in compliance with all Utah laws and regulations.  Performs related duties as assigned.
Education and Experience
Completion of an HVAC certificate program at an accredited institution or accredited HVAC apprenticeship program, plus four (4) years of full-time experience in building maintenance or construction work that includes HVAC and at least two of the following trade areas: carpentry, plumbing, electrical; an acceptable combination of education and experience may be considered.
Special Qualifications
Certificate of completion from an accredited HVAC certificate program or HVAC apprenticeship program.  Must possess a valid Gas Technician Certification issued by the Rocky Mountain Gas Association (RMGA).  Must possess a valid EPA Universal Refrigerant Handling Certification.  Must obtain a forklift certification within six (6) months of hire date as required by the position.  Employees driving a personal or a County vehicle for job related travel must possess a valid driver license and must operate a motor vehicle in a safe manner; new employees with an out-of-state license must obtain a valid Utah Driver License within sixty (60) days of hire date (exceptions for military personnel and their dependents). Employees driving a personal vehicle while on county business must maintain the minimum vehicle liability insurance as specified in the Utah Code.
Knowledge, Skills, and Abilities
Working knowledge of:  HVAC equipment and components; building automation systems including, but not limited to, Alterton, Trane, BacNet, and other related systems; steam and/or hot water boiler systems; applicable federal, state, and local codes and requirements; safety practices and procedures; maintenance equipment, tools and materials; basic math; cleaning methods, materials and equipment; heating and cooling systems; carpentry, plumbing and electrical maintenance and repair techniques; building support systems; grounds maintenance.  Skill in:  troubleshooting and repairing HVAC equipment; the use of hand and power tools common to building and grounds maintenance; operating a forklift, tractor, mule, skid loader, and related vehicles and equipment as required by the position. This position may require the driving of a motor vehicle; skill in operating a motor vehicle in a safe manner; ability to insure motor vehicle is operating in a safe manner; knowledge of Utah motor vehicle rules and regulations. Ability to:  oversee and inspect the work of others; prepare and maintain accurate records; perform basic math calculations; compose documents; identify and solve related problems; establish project priorities; comply with schedules and meet deadlines; complete tasks and assignments with frequent interruptions; be available for on-call assignment; interpret, read and work from sketches, diagrams and blueprints; prepare cost estimates of time and materials needed for maintenance and repair work; perform general maintenance and repair duties; use manual and power hand tools requiring a high degree of dexterity; lift, carry and otherwise move objects weighing up to 100 lbs.; ascend/descend ladders, stairs, ramps; follow written and oral instructions; communicate effectively (orally and in writing); establish and maintain effective working relationships with supervisors, other employees, other agencies and the general public.
