Davis County Government is seeking a Regional Development Director to drive innovative, forward-thinking policy decisions with a comprehensive County-wide and regional focus. Seeking a personable, creative, accountable and a collaborative professional who is team oriented. This is a leadership role responsible to advance Davis County as the premier regional government, for creating collaborative solutions, promoting innovative governmental development and building collaborative relationships.

Education & Experience

Graduation from an accredited college or university with a Bachelor’s Degree in Business Management, Urban Planning, Economics or a related field. A related Master’s degree is preferred. An equivalent combination of education and experience may be considered. Incumbent must be able to demonstrate a proven track record of accomplishment in the areas of economic development and regional planning.

Position Outline


Supervises all administrative functions within the Regional Development Department.

Utilizing effective communication strategies (includes messaging, marketing, media and events), promotes economic growth for Davis County. Addresses community groups on comprehensive regional and economic development planning. Creates, writes, researches, assembles and produces documents and marketing materials to promote Davis County as a premier destination business location.


Prepares and administers department budget; forecasts the funding needs for staffing, equipment, materials and supplies; monitors, approves and controls expenditures; implements budget adjustments as necessary.


Envisions a comprehensive regional and economic development strategy and builds consensus with internal and external stakeholders – including public and private sectors, business associations and economic development entities. Proactively advances the interests of Davis County with regard to economic development and regional planning; creates strong intergovernmental relationships with key stakeholders throughout the region; ensures Davis County is represented in appropriate developmental discussions statewide.


As the result of community engagement, consults and advises the Davis County Commissioners about all initiatives affecting Davis County. These may include, but are not limited to, the following:

  • Legislative affairs; serving as regional development liaison to the State Economic Development.
  • Department (GOED), State Legislature, and other State and State related agencies including MIDA, EDCUtah, Utah Defense Alliance and Alliance for Economic Development, and the U.S. Department of Housing and Urban Development.
  • Builds with appropriate community private and public partners. Coordinates with the local Chamber of Commerce and local city economic development offices to assist in economic development activities building internal coalitions in Davis County.
  • Represents the County at various meetings and represents the department at Commission meetings. Attends professional organization meetings to promote economic development in Davis County. Provides staff support to various advisory and policy boards, as assigned by the County Commission.
  • Collaborates with Davis County Council of Governments (COG Inc.) to coordinate the business development loan fund; proactively supports business attraction programs and business retention programs; serves as a member of the County’s Tax Increment Finance Committee (TEC Committee).
  • Ensures county-wide Urban Renewal Project Areas (URA), Economic Development Project Areas (EDA), Community Development Project Areas (CDA) and Community Reinvestment Project Areas (CRA)) are documented with appropriate metrics to articulate success and to track effective use of tax increment.

Position Overview

Under the broad policy guidance and direction of the County Commission performs a variety of professional, administrative and managerial duties. Develops strong, supportive relationships with all cities in Davis County and appropriate State and Federal Stakeholders. Oversees regional economic development, regional planning and sustainability, offering financial incentives such as loans and grants, manage special projects, and track community resources and development. This is an appointed (at-will) position under the direct supervision of the Davis County Commission.
