Medicaid Aging Waiver Program

Because the older population is increasing not only in numbers but in longevity, their need for long-term care services increases. The waiver allows state Medicaid agencies to cover services not otherwise available under Medicaid for individuals who would be in an institution without these services. Services beyond those currently available will allow these older adults to retain some level of independence and a greater quality of life by enabling them to remain in their own homes. The Home and Community-Based Services Aging Waiver provides clients with the option of extending available long-term care services to the client's home and community.

Available Services

  • Home Delivered Meals – Meals provided to homebound individuals in their place of residence as a supplement.
  • Non-Medical Transportation – Service enables recipients to gain access to waiver and other community services and resources.
  • Emergency Response System – An electronic device that enables high-risk individuals to secure help in the event of an emergency.
  • Adult Day Care – Care and supervision provided in a supervised setting to provide socialization, recreation, and cultural activities for disabled adults.
  • Case Management – A service for locating, coordinating, and monitoring necessary and appropriate services for individuals.
  • Respite Care – Services provided on a short-term basis in the relief of regular caregivers to individuals in their own homes or nursing facilities who are unable to care for themselves.
  • Homemaker Services – Services consisting of general household activities.
  • Supportive Maintenance – Home health care provided by a home health aide to homebound frail elderly individuals in their place of residence.
  • Adult Companion Services – Non-medical care, supervision, and socialization, provided to a functionally impaired adult.
  • Chore Service – Heavy household chores such as washing floors, windows, or walls.
  • Specialized Medical Equipment – Devices that are of direct medical or remedial benefit to the individual.

Eligibility

  • 65 years of age or older
  • Medicaid eligible (based on special institutional and spousal impoverishment guidelines)
  • At a frailty level that meets nursing home admission guidelines

Eligible clients will be offered a choice between receiving home and community-based services, or relocating to a nursing home.
