Mission Statement - Adopted January of 2015

The Mission of the Clerk/Auditor is to protect the interests of Davis County citizens, in the receipt and disbursement of funds, the application of election laws and the maintenance of public records.

Heidi Voordeckers 

Chief Deputy

Heidi Voordeckers was appointed Chief Deputy, Clerk Auditor in April 2015. She has six years of experience in local government finance, serving as Finance Director/Recorder for West Bountiful from 2009 to 2014 and most recently as Assistant Finance Director/Deputy Recorder for the City of Bountiful. She has successfully managed two Municipal elections, served six months as Interim City Administrator for West Bountiful, and earned the Award of Financial Reporting Achievement for her contributions to the 2014 Bountiful City CAFR.

Prior to her work in local government finance, Heidi has 13 years of experience in private sector finance. She graduated from California State University, San Marcos in 1997 with a Bachelor of Arts in both Psychology and Sociology, and is currently pursuing a Masters in Public Administration (MPA) at the University of Utah. Current memberships include Government Finance Officers Association (GFOA), Utah Government Finance Officers Association (UGFOA), and Pi Alpha Alpha (PAA), Global Honors Society for Public Affairs and Administration.

Heidi is originally from California and moved to Davis County in 2005. She is married with three children and enjoys spending time with family, gardening, and reading in her free time.

Brian has worked in the Clerk/Auditor’s office since 2004. He has been heavily involved in the election administration field since 2006 and was named Election Manager for Davis County in June of 2013.  Brian is a Certified Elections/Registration Administrator (CERA), which is the country’s highest professional achievement an election official can receive. Brian holds a Bachelor’s Degree in Business Administration.

Brian continually works to improve the process and efficiencies of the office.  In 2010 his efforts were recognized by the Election Center; Davis County was awarded the Minute Man Award, an award given in recognition for a professional practice for time and cost savings.  Brian also focuses on improving the voting experience for the citizens of Davis County. As a result in 2012, Davis County was awarded the Accessible Voting Award, from the Disability Law Center and Grassroots Advocacy Partnership, in recognition for efforts to improve accessibility to polling locations for all voters. 

In December of 2013 Brian was given additional responsibilities over the Clerk functions of the department which includes processing of passports and marriage licenses and in June of 2016 was appointed as Chief Deputy. Brian is responsible to oversee all aspects of the Clerk’s Office.

Brian stays busy outside of work spending time with his family, serving in his church, gardening, and camping.    

LynnAnn Winterton

LynnAnn Winterton has worked for Davis County since 1999 when she was hired as an accountant.  She was responsible for contracts, month end closing and journal entries and the Single Audit section of the CAFR. In December of 2014 LynnAnn became the Finance Manger for the County.

As Finance Manager, LynnAnn is responsible for the certified tax rate calculations, redevelopment area increment projections, and tax anticipation notes cash flow.  She also oversee the accounting functions within the County which include accounts payable and receivable and month end closing.  

 LynnAnn received her Associates Degree in Accounting from Snow College and graduated from Utah State University with her Bachelor of Science in Accounting in 1992.  LynnAnn is a lifelong resident of Davis County and enjoys spending time with her family, snowmobiling, camping and scrapbooking.


Nina Cleere

Records Coordinator / Paralegal


Nina was hired by Davis County as the Records Coordinator/Paralegal for the Clerk/Auditor’s office in April 2016. Prior to this she provided public service as an employee of the State of Utah for over five years. In the private sector, Nina was Corporate Counsel/Vice President for a privately owned utility locating company with offices in Utah and Oregon. She also volunteered with her local police department as a Victim Advocate for several years. Nina enjoyed being a Special Projects Coordinator with the Arts and Culture Group for the 2002 Winter Olympics held in Salt Lake City, Utah. 

Nina assists with record organization, archiving, and GRAMA requests.

Nina has a Bachelor of Arts in Criminology with a minor in Political Science and a German emphasis from Indiana University of Pennsylvania. She received her Juris Doctorate from the J. Reuben Clark Law School at Brigham Young University.

Nina is originally from Philadelphia, Pennsylvania and moved to Davis County in 2011. She has an amazing son, they own a big dog named George, and she enjoys reading voraciously, traveling, and creating art from various media in her free time.

L. Douglas Stone

L. Douglas Stone was hired by Davis County in January of 2008 as the Lead Auditor, with his primary responsibility being the preparation of the County’s Comprehensive Annual Financial Report (CAFR). Douglas is a Certified Public Accountant with a strong background in accounting and auditing. He has earned the reputation of being an expert in governmental accounting and reporting.

Prior to being hired by Davis County, Douglas was the Financial Reporting Accountant for Salt Lake County from 2002-2007. While there, Douglas successfully implemented the new governmental reporting model (commonly known as GASB 34) for Salt Lake County and was responsible for writing the financial section of their CAFR. Douglas was instrumental in making sure that Salt Lake County received the “Certificate of Achievement for Excellence in Financial Reporting” from the Government Finance Officers Association (GFOA) for each of the years he worked there. Davis County, Salt Lake County, and Weber County are the only counties in the State of Utah to have received this distinguished award.

Douglas has been a licensed CPA in the State of Utah since June of 2000. In addition to his experience working for County Government, Douglas’ background includes six years working in public accounting and over fourteen years as the part-time accountant for a privately-held corporation. Douglas graduated from Weber State University with a Bachelor of Science degree in accounting and a Master of Professional Accountancy/Tax (MPAcc) degree. Douglas is a member of the American Institute of Certified Public Accountants (AICPA) and the Utah Association of Certified Public Accountants (UACPA). Douglas has served on the UACPA’s State and Local Government Task Force for a number of years including two years as the committee chair. When not working, Douglas enjoys spending time with his family and singing with his barbershop quartet.

Dax Teuscher was hired by the Clerk/Auditor in 2010 to conduct internal audits for Davis County government. Prior to being employed by Davis County, Dax had over six years of experience working with businesses in Weber, Davis, and Morgan Counties for state government.

Dax graduated from Utah State University in 2000 with a Bachelor of Arts in Business Administration with an emphasis in Finance. Dax is also licensed as a mortgage lender agent.

Dax is currently a member of the Institute of Internal Auditors (IIA) and Association of Government Accountants (AGA). He has been a member of the Ogden/Weber Chamber of Commerce from 2004-2007, Society for Human Resource Management (SHRM) from 2004-2006 and the Northern Utah Human Resource Association (NUHRA) from 2004-2005.

Dax is a native of Utah and has lived in Davis County for the past 10 years and is married with 3 children. He likes all sports, but is mostly involved in mountain biking and golf at this time. He enjoys family activities, being with friends, is involved with church activities, and being outdoors as much as possible.
