The backstop provisions in this program are to require additional model years (1981 model year and newer, up to one half of the fleet annually), if and when necessary, to be tested at an I/M 240 centralized testing facility sufficient to meet and maintain the ambient air standards. ~~(Ord. 7-1996 § 1 (part))~~
