It is unlawful for any person, firm or corporation to deposit or dump or cause or permit to be deposited or dumped, any garbage, dead animals, decaying vegetable matter or organic waste substance of any kind, waste paper, market waste, ashes, trade waste or any other refuse in or allow to remain in or on any highway, street, road, alley, public or private right-of-way, or ditch or gutter, in the unincorporated area of Davis County or upon any public or private premises in the unincorporated area in Davis County, other than designated dumping areas, without express permission from the Board of Davis County Commissioners and the Davis County Board of Health.
