Beginning February 1, 1986, each person, firm, corporation or private collector who collects solid waste anywhere within the district shall be required to obtain a license from the district. A condition of the license shall be that the licensee deliver all solid waste collected within the district to the facility or the landfill owned or operated by the district. Failure of the licensee to abide by the condition of the license will authorize the district to terminate the license thereby prohibiting licensee from collecting any solid waste within the district.
