Louenda H. Downs, Commission Vice-Chair

Commissioner Louenda Downs was born in Brigham City, Utah. She is a graduate of Davis High School. She earned her B.S. in Education from Weber State University with an emphasis in Art and Music. Louenda has been a professional musician for over 30 years. She taught school for seven years in Davis School District and was then elected to serve eight years on the Davis Board of Education. She then took the position of Partnership Coordinator and Assistant Director of the Davis Education Foundation.

Louenda’s experience in working for children and at-risk populations, coupled with numerous opportunities for service on community hospital, health & human services, and education boards have made her an advocate for children and those at-risk. She is also a strong proponent of economic development and community planning.

Louenda resides in Layton and is married to C. Vance Downs. They are the parents of two daughters.
