Job Description
General Purpose
Under general supervision of the Senior Services Division Director, oversees and performs duties and tasks for the Experienced Workers Program to provide recruitment and placement of older adults in jobs in Davis County.

Example of Duties:
(Any one position does not include all of the duties listed; nor do the listed examples include all duties which may be found in the position of this class). Develops, organizes and implements the Experienced Workers Program. Works closely with both the public and private sectors in raising awareness regarding the benefits of hiring, training and employing older workers. Makes presentations to agencies, organizations, church and civic groups, and others regarding older workers employment. Contacts public and private employers; chairs countywide experienced workers council; serves on state and local committees focused on older workers employment concerns. Maintains a job listing that describes jobs available, job requirements and wage levels. Maintains accurate records of employers interested in hiring older workers, available positions, and older adults seeking employment. Recruits and assesses older adults looking for employment; evaluates training needs and develops training to fulfill individual needs. Matches employers with older adult employees; monitors and evaluates the training of older workers and their subsequent work placements and employment; evaluates and reports on program outcomes. Submits monthly, quarterly and annual reports on Title V and Easter Seals workers. Works closely with Senior Activity Center Coordinators, the Senior Services Advisory Board and senior citizens to ensure awareness of the program. Maintains financial and operational records of the program. Participates in writing grants and requesting funding to support operational costs of the program. Assists the Fund Raising Committee of the Departmental Advisory Board with fund raising and donation activities.

Education and Experience:
Graduation from high school and two (2) years of college level coursework in gerontology, psychology, sociology, social work, or a closely related field, plus two (2) years of related experience; or an acceptable combination of education and experience. Preference given for experience working with senior citizen employment and/or supervisory experience.

Special Qualifications:
Must successfully pass a drug screen and a Bureau of Criminal Identification (BCI) and National Criminal Identification Computer (NCIC) background investigation. Employees driving a personal vehicle while on county business must maintain the minimum vehicle liability insurance as specified in the Utah Code. Must possess a valid Utah Driver's License and an acceptable driving record. Provide personal transportation for on-the-job travel.

Knowledge, Skills, and Abilities:
Working knowledge of: U.S. Department of Labor Title V Program, Easter Seals SCSEP, State of Utah Division of Aging and Adult Protective Services, Workforce Services, community resources for older adults; applicable policies and procedures; budget and contract management; program evaluation methods; development of training curricula. Skill in using computer hardware and all applicable software. This position requires the driving of a motor vehicle; skill in operating a motor vehicle in a safe manner; ability to insure motor vehicle is operating in a safe manner; knowledge of Utah motor vehicle rules and regulations. Ability to: work effectively with private and public employers to create employment/training opportunities for older workers; prepare statistical and narrative reports; write and prepare grants; engage fund raising and marketing techniques; read and understand Federal and State Laws, Regulations and Rules; supervise and monitor the progress of participants; efficiently use applicable computer hardware and software applications; monitor grants and contracts; identify resources to meet the needs of older adults; communicate effectively (orally and in writing); follow oral and written instructions; establish and maintain effective working relationships with supervisors, other employees, State and local officials, program participants, and the general public.

    Proof of current automobile insurance is required with application. Proof of insurance can be a photocopy of insurance card or policy. Proof of insurance must include the applicant's name, insurance company name, and current policy period.
