Meet Our Team

Under the Direction of the Director of Animal Care the members of our management team are specifically responsible for different aspects of our community based organization.

Rollin Cook - Director


Rollin is a native Utahan whose experience in public safety spans more than three decades. Prior to his appointment as Davis County Animal Care Director, he was appointed by Utah Governor Gary Herbert to be the Executive Director over the Utah Department of Corrections in April 2013. He honorably served in that position until his retirement in May 2018. Most recently he served as the Connecticut Commissioner of Correction, before choosing to return home to his family and the great state of Utah. 

Prior to his service with the states of Utah and Connecticut, Rollin worked in Salt Lake County’s Corrections system for 23 years, having joined the county as an officer in June 1989 and working his way through the jail’s ranks – from officer to corporal, sergeant, lieutenant, captain, and ultimately chief deputy serving with both Sheriff Aaron Kennard and James Winder. 

Rollin makes employees his highest priority and has guided a variety of initiatives aimed at empowering staff, improving safe work environments and staff wellness. He has led a multitude of large local and state projects to their successful completion. Rollin is also a nationally recognized criminal justice, corrections and public safety consultant and executive leadership coach.

Rollin earned his Master’s Degree in Business Administration and Bachelor of Arts Degree in Criminal Justice. He is most proud of being a loving husband of 32 years and father to three grown children.

Ashleigh Young - Deputy Director

Biography: If you love your job, there is no such thing as work, and when it comes to working with animals, there are few things Ashleigh loves more. Ashleigh has been working professionally in the animal field for the past 9 years and started as the Operation Manager at Animal Care of Davis County in June of 2020. She was promoted to Deputy Director in April of 2021.  She holds a bachelor's degree in Animal Science from Oregon State University and is Fear Free certified, as well as an approved AKC Canine Good Citizen assessor and holds her CPDT-KA. 

Ashleigh has one dog currently, a 3 year old English Springer Spaniel, Pepper.  Ashleigh has trialed and trained in CPE agility, rally, obedience and K9 Nose Work both personally and professionally.  Ashleigh has many topics she is passionate about - she is an avid knitter, gardener, loves to bake, and is found hitting the trails most weekends with Pepper.

Kevin Stuart - Development Manager


Kevin was born and raised on the Wasatch Front and has spent the majority of his career here too.  An experienced and relationship driven leader Kevin specializes in bringing focus to mission driven organizations.  He joined Animal Care of Davis County as the Development Manager in June of 2019. His career purpose is to connect people to passion and drive the success and recognition of any place he works.  He works with those wishing to donate financially and those who can donate through their time or talents to the animals in our care.

Prior to his start at Davis County he spent his professional career serving and working with volunteers in organizations focused on youth development and recreation like the Boy Scouts of America. 

Kevin spends as much of his free time with his wife, two kids and two puppies (6 year old dogs that will forever be puppies to him) as he can.

Bryan Smith - Field Supervisor


Bryan Smith has been employed with Animal Care of Davis County for 20 years.  He serves as the Secretary for the Utah Animal Control Officers Association Board.  He supervises 10 Animal Control Officers and is the supervisor for all field operations with Animal Care. He has been involved with developing rabies protocols with the Utah Department of Health and Davis County Health Department to ensure that testing procedures are clear and understood.  He sits on the One Health Board and communicates with other officers and personnel, as well as other organizations to help everyone understand what is needed to understand rabies and other zoonotic diseases.

Sydney Larrabee - Shelter Services Supervisor


Sydney has known that she wanted to work in the animal industry since age 14, when she decided she was going to become an Animal Control Officer. In high school, she completed an internship with Animal Care of Davis County. She was hired on in 2016 as a Shelter Technician, made her way up to Animal Control Officer, became the interim Adoption Specialist, and was then promoted to Shelter Services Supervisor in late 2019. 

Sydney has a bachelor's degree in Criminal Justice from Weber State University. When not at the shelter, she spends her time with her pit bull (adopted from ACDC in 2013) and kitties. She loves to surround herself with animals and is very dedicated to her position at ACDC.
