Emissions Inspection Requirements

Vehicles registered in Davis County, less than six (6) years old, are required to have an emissions test once every two (2) years. Any vehicle older than six (6) years old, and that is model year 1968 or newer, must receive an emissions test yearly. Visit the Utah Department of Motor Vehicles (DMV) website for information and assistance with vehicle registration renewals.

Emissions Inspection Locations

Gasoline vehicles may be tested at any certified station. Diesel vehicles may be tested only at a location that accepts their Gross Vehicle Weight Rating (GVWR). See the list below for details. 

  • Light Duty Diesel (< 8001 lbs GVWR)
    • 1995 and older vehicles may only be tested at the Worldwide Testing Center in Kaysville.
    • 1996 and newer vehicles may be tested at any certified station.
  • Medium Duty Diesel (8001-14,000 lbs GVWR)
    • 2007 and older vehicles may only be tested at the Worldwide Testing Center in Kaysville.
    • 2008 and newer vehicles may be tested at any certified station.
  • Heavy Duty Diesel (> 14,000 lbs GVWR)
    • These vehicles must be tested at a station approved to perform snap-idle testing. However, upon request, a vehicle owner may request a qualified technician to conduct an on-site inspection.

Financial Assistance for Repairing or Replacing Failing Vehicles

The Vehicle Repair and Replacement Assistance Program (VRRAP) provides financial assistance toward the repair or replacement of vehicles that are unable to pass current emission standards. Financial assistance can be awarded to individuals with household incomes at or below 300% of the federal poverty guidelines. Emissions Test Waivers

Under some instances of financial hardship, you may be eligible to obtain a Certificate of Waiver that will allow you to register your vehicle despite it failing emissions testing. In order to qualify for a Certificate of Waiver, you must show proof that you have spent money on repairs. Repairs must have been performed no more than 60 days prior to an official test failure, and the repairs must have been appropriate to the cause of the test failure. When applying for a waiver, only labor costs related to repairs conducted at certified repair facilities in Davis County will be accepted.

The dollar amount required to be spent on emissions-related repairs in order to qualify for a waiver is:

  • $450.00 for 1996 and newer model year vehicles;
  • $350.00 for 1984 - 1995 model year vehicles;
  • $250.00 for 1968 - 1980 model year vehicles; and
  • $1,500.00 for heavy duty diesel vehicles.

Please be aware, a vehicle will not be eligible for a Certificate of Waiver if it:

  • has missing emission control components;
  • has had a waiver previously in its lifetime; or
  • has any visible emissions (smoking).

Out-of-State Vehicle Registration

A TC-810 form needs to be completed for any vehicle that is out-of-state and cannot be tested in Utah. This form can be found here. Send in the competed form, payment, and an inspection form if needed to the Utah Department of Motor Vehicles (DMV).

The DMV processes all vehicle registrations and will mail decals out. Please contact the DMV at 801-297-7780 with any concerns you may have. If you had mistakenly sent payment to the Department instead of the DMV, the Department will forward it to the DMV for processing.

Registering a Vehicle Purchased in a County That Does Not Require Emissions Testing

A TC-820 form is required in order to register a vehicle in Davis County that was purchased without obtaining an emissions test. Davis County still requires an emissions test be completed on these vehicles. Vehicle owners are notified that they must receive a passing emissions test within 10 days of returning to Davis County. The results of the emissions test must be submitted to:

Farm Truck Registration

A truck with a GVWR of 12,000lbs or less may be exempted from an emissions inspection if you submit a completed Farm Truck Plate Application to the Department. In order to qualify, you must own or operate a farm that is located on agricultural property with a minimum of 5.25 acres, and the vehicle must be used exclusively to transport farm products or supplies.

This plate is issued to a farm vehicle used exclusively to transport farm products or supplies and is only issued to trucks. To qualify for a farm plate you must have at least 5.25 acres of owned or leased property. If this requirement is met, submit the parcel number for the property to Davis County Vital Records located at  22 South State Street in Clearfield, Utah. 

In order to apply for a farm plate, you will need to complete a form with the truck information, including the VIN. Please contact Environmental Health Services for more information at (801) 525-5128.

Becoming a Certified Davis County Emissions Technician

If you have a current Certified Emission Tester Permit in Salt Lake, Utah or Weber County, bring your current I/M Permit and $40 to the Davis County Testing Center, Monday through Friday between the hours of 8:30 a.m.–4 p.m. Payment can be made with cash, check, or credit card. You will be issued a Self-Study Guide. After you have studied, come back during regular testing times and you will be given an open book test.

If you are not currently a Certified Emission Tester, you must meet our minimum requirements which are: two years post-high school tune-up or drivability education, two years tune-up or drivability experience, or a combination of both. If you meet the requirements, bring the necessary documentation to prove you meet these requirements and come to the Davis County Testing Center, Monday through Friday between the hours of 8:30 a.m.–4 p.m. and purchase a $40 Self-Study Guide. After you have studied, come back during regular testing times and you will be given an open book test. A $30 permit fee will be required.

Tests are administered on the 2nd and 3rd Thursdays of each month. Test times start at 8:30 a.m. Sign-in starts at 8:00 a.m.

Certified Emissions Testers and/or Repair Technicians and Diesel Opacity Inspectors are required to attend refresher training as part of the overall training program every 3 years. Failure to attend the refresher training will result in suspension or revocation of the permit.
