” The Clinton City RAP tax is a way for residents to get a bigger bang for their buck on services and amenities that enrich and beautify the community. For every $10 spent in Clinton, one penny is reserved. For every $10,000 spent, it’s $10. The money is solely for recreation, arts, parks, trails, and culture.
It’s a small tax with a large reach. That’s because everyone who shops in Clinton pays the tax — not just Clinton residents. The majority of Davis County cities already impose this tax. Clinton residents who shop in those cities help pay for their amenities with no similar support in return. Passing a RAP tax in Clinton evens the playing field.
We estimate a RAP tax could generate more than $300,000 per year, depending on sales. We have already saved $1 million in our parks construction fund, but due to inflation, that won’t go far. We aggressively seek and obtain grant money, but it’s not enough.
Clinton City has plans to build a new park or two, and we have concept designs for exciting improvements at existing parks. With the help of a RAP tax, elements that would otherwise be impossible can be brought to fruition. We welcome input from residents on their vision for the community.
The RAP tax can only be imposed for 10 years, and then we must get approval from voters to renew it. The tax is not imposed on gas or food.
Clinton City has worked hard for decades to keep taxes low. The Utah Taxpayer Association ranks Clinton #1 for lowest overall taxes and fees per capita among the largest 50 cities in Utah. We believe there’s room to build our vision while maintaining fiscal responsibility. Please vote YES on the RAP tax.
