Applying for the EVRAP
To apply for assistance submit a completed EVRAP Application, proof of Utah residency, and proof of income to the Davis County Environmental Health Division.
Income Qualifications for Financial Assistance
Financial assistance can be awarded to individuals with household incomes that are less than 500% of the Federal Poverty Guidelines (FPG). See Table 1.

*Each household member counts as a dependent. For example, a household with a husband, wife, and child has 3 (three) dependents.
Eligibility for financial assistance is typically based on the Adjusted Gross Income reported on the most recent Federal Income Tax form. However, eligibility may also be determined through other means such as a W-2, paystubs, disability statements, alimony,
and child support court orders.
Financial Assistance Available Toward Replacement
The financial assistance available to those who qualify to replace their car is based on household income. See Table 2 for more information.

Vehicle Replacement Qualifications
In order to qualify for financial assistance, the vehicle replaced must be:
- Gasoline or diesel-powered;
- Must have been registered in Utah within the last 12 months (does not currently need to be registered, however registration can’t have been expired for more than one year);
- Must have been registered in Utah for at least one year (this qualification may be met from previous registrations);
- Must currently be titled in the name of the applicant;
- Cannot have a lien;
- Is eight model years or older (eg. model year 2019 or older for a 2026 application) or have failed an emissions inspection within the last 30 days;
- Must be driven by its own power to the participating EVRAP dealership; and
- Cannot be an electric vehicle, a motorcycle, a recreation vehicle (RV), a camper, or a boat.
The vehicle being purchased with financial assistance must:
- Be an all-electric vehicle (EPA Tier 3 Bin 0 or California ZEV);
- Be eight-model-years old or newer (eg. 2019-2027 for vehicles purchased in 2026);
- Cost no more than $48,125 before tax, title and licensing fees; and
- Be purchased through a participating EVRAP dealership.
- Hybrid (HEV) and Plug-in Hybrid (PHEV) Vehicles do not qualify
This grant can be stacked with other incentives, rebates, and tax credits as long as the total is not more than the cost of the vehicles and as long as these additional sources of funding do not contain any restrictions or prohibitions on stacking.

Financial Assistance Vouchers
The financial assistance is provided in voucher form. In order to obtain a voucher you must first
submit the following to the Davis County Health Department:
- A completed EVRAP Application
- Applicable documentation of a failed emissions test if the vehicle being replaced is less than 8 year old.
- Applicant's most recent Federal Income Tax forms or other approved financial documentation
- Proof of Utah residency which may be a Utah Driver's License or State ID, utility bill, rental or lease agreement, mortgage statement or property tax notice, bank or credit card statement, pay stub or other employment document, school enrollment records or transcripts, or a letter from a government agency.
The department will
review the application and associated documents and issue an assistance voucher for your use at a participating dealership.
