The Environmental Health Laboratory allows the division’s environmental health scientist to rapidly assess public drinking water, swimming pools, and recreational waters to determine levels of contamination and possible risks to the community at-large.
Davis County Environmental Health Laboratory is certified under the State of Utah Environmental Laboratory Certification Program (ELCP). All environmental laboratories performing testing or analysis of Drinking/Potable Water, Non-Potable Water (Wastewater), and/or Solid and Chemical Materials for compliance in the State of Utah must be accredited by this program. The State of Utah is a NELAP (National Environmental Laboratory Accreditation Program) recognized Accreditation Body, currently assessing to the 2009 TNI Standard.

Under the ELAP certificate the laboratory is certified to conduct three types of analytical test:
- Standard Method #9215B Heterotrophic Plate Count (pour plate method) is a procedure for estimating the number of live culturable heterotrophic bacteria in water.
- Standard Method #9223B Enzyme Substrate Coliform Test (Total Coliform Bacteria) is recommended for the analysis of drinking and source water samples to detect total coliform bacteria and Escherichia coli.
- Standard Method #4500‾F C Fluoride (Ion-Selective Electrode Method) is used to determine that optimal fluoride levels are maintained as a public health measure.
All laboratory methods follow the Standard Methods 22nd edition for the Examination of Water and Wastewater. This is a standard reference text used in water plants and laboratories worldwide for testing all aspects of water quality. It contains hundreds of USEPA-approved laboratory procedures and represents the best current practice of water and wastewater analysis. It is published jointly by the American Public Health Association, Water Environment Federation, and American Water Works Association.
The Laboratory has a quality assurance program that follows an orderly application of the practices necessary to remove or reduce errors that may occur in any laboratory operation, caused by personnel, equipment, supplies, sampling procedures and analytical methodology. The policies and procedures included in this program are used to review all phases of testing performed within the Laboratory to ensure a high level of quality.
